I had a lot of headaches over the past few months with the S-Video output not working in Windows 7. Basically it worked on XP but after I upgraded to Windows 7, it simply refuses to work. I have everything plugged in but the damn thing does not output any signal to my TV. Well, for some reason, it does works on boot. Instead of displaying the POST messages up to windows startup on my monitor, it displays on the TV which is weird because after the said process is done, the display goes back to the monitor and the TV becomes unrecognizable. Even using the NVIDIA Control Panel won't do you good. In the display settings, there's no Output to TV option found. Even using the famous "windows+P" hotkey does nothing.

So after a lot of tweaking, I finally found a solution that worked (at least for me). If you haven't tried it yet, try deleting your "display driver" from the device manager ("windows+R" and typed in "devmgmt.msc" then enter). After that, plugged in your S-Video device (be sure to turn it on) and restart the computer. Now, as you can see, your PC is now displaying on your TV using Windows' generic display driver. Since you previously uninstalled the display driver, Windows will try to reinstall it again. After that, restart your computer. Now, as you notice, your PC is back from it's previous condition (displaying on the monitor instead on the TV) but if you take a look at the NVIDIA Control Panel and clicked on the Multiple Display option, you'll see that your TV is visible (if you have it plugged in). Check that box then click apply and you'll have Windows 7 display on your TV.

Hope the solution works on you  too :)
